Definitely start with the "Directory" as a starting point. Do your research on each individual library to see how you can service their needs. Understand your strengths and compare that to what songs the library/agency has placed or licensed.

You should do both. There's the writers share and publishing share. By law you already have ownership in both shares unless you sign it over. Signing up with a PRO makes it official and allows to collect as a publisher and a songwriter.
