If you own the publishing rights to a song, then you own the rights to the composition.
The owner is usually the composer of the music.
A music publisher is a person or an organization that is authorized to license the copyrighted use of a particular musical work. Their tasks include promoting their catalog's songs to recording artists; licensing compositions for use by films, television, advertisements, and other media; monitoring song usage; and collecting and distributing royalties to clients.
